Can anyone give me an estimate on the price of an Unusual Hound Dog with the circling TF logo? It's my first unusual and I don't know what unusuals sell for.

sweets are basically a craft hat or other valuable items that can be added to "sweeten" the offer you are making

So I put the hat up on TF2 Outpost. I got an offer of a green confetti rimmed raincatcher + 10 keys or a peace sign big elfin deal. Are either of these a good deal for me or is the guy lowballing me? Ideally I'd want a sniper unusual or some of the more expensive stranges that I desperately want. Could either of these also be used to get either of those?

I had the same hat for a long time. Do yourself a favor and look for unusual offers instead of buds and bills. There's a better chance of people overpaying and being able to profit. I upgraded it no cost to me from a tf logo hound dog which is worth less than 1.5 buds to a ghosts capos capper from just 2 different trades that people offer me.
Someone offered a smoking hound dog for the logo one and then someone offered a searing plasma one for that hound dog, then I got lucky and someone offered 2 buds for that searing hound dog. I just went from there and bought a ghosts capos.
People always lowball when you ask for buds and bills so i dont recommend it.

They are decent but be patient and say in your notes "sniper preferred". You could also put an "unusual sniper class token" in your wanted items list, or just list your favorite sniper hats you think you may be able to get.
