Steam Volume Reduction Fix

This is for the issue where once you join a server(css/tf2/etc) your external voice-chat/music/whatever's volume is reduced.
I don't know why it took me so long to troubleshoot this but here it is. Skype does the same thing and it got me thinking that it might be a windows issue instead of application dependent. Here's the fix I came across. <3

Control Panel -> Sound -> Communications -> Select "Do nothing"

I already have that done, and TF2 still lowers my Mic volume.

The reason is that TF2 disables post-capture processing and amplification that Windows 7 normally does for microphones.

The issue isn't microphone specific. It's also an issue with any audio present outside of the game.
