Volcarona is the evolved form of Larvesta, the Pokémon you get as an Egg from a guy in a house on Route 18.

I guess I'll get into my Pokemon as well.
IVs can make quite the difference when it comes to competitive battles, namely in that of a speed tie. If you train both your pokemon equally, the person with the higher IV will will the battle most of the time. Yes, you can have bad players with good IV's just lose because of poor judgement, but if your playing against someone competent, its difficult to win unless you have perfected your pokemon. But that is just my opinion.
