Yes the rules have always been like that. Cause 3 hats you cant be promised one right.
And the winning system is completely random, it can actually be 98,99 and 100 that get the unusuals.

Top 10 is only promised to win any item. But as Keebles nice number crunching shows its a slighty higher chance of it but still not promised to get an unusual.

Also keep in mind, many go away from this comp with nothing.
