viewmodel_fov 0
edit: that turns them off, viewmodel_fov 90 (or whatever you play with) turns them on

ok try this
open your steam library, right click tf2, go to properties, set launch options, then put in "-autoconfig", and start tf2.
edit: this will reset some other stuff to default as well.

You have it backwards
r_drawviewmodel 1 turns them on
r_drawviewmodel 0 turns them off
r_drawviewmodel 1 turns them on
r_drawviewmodel 0 turns them off
