Updated the Frying Pan so it can also be equipped by the Scout, Sniper, Medic, Heavy, and Pyro

The list of who can't equip it is shorter - Spy and Engineer. Much as I can understand it for the two of them, it would have been awesome to backstab people with a frying pan.
The pan is now a requirement on Dispenser Scouts.

As a person who main's scout and only uses the pan as a demo man, I approve of this update.

as an objector user I approve of this as I will randomly use my pan, or try and prove that the objector is just as good as the pan
