With shoddy laptop comes TF2-running-desktop shopping

So, I have this rather lousy laptop with my right now. It's got 140 GB of space, ~77GB being consumed. And TF2 makes up about 1/4 of that space being consumed, causing my computer to go through "processor hell" as I like to call it (Always at 100% with processing). Now, I have two questions I'd like to ask on TF2 and what new desktop I should buy.

1. If I uninstall TF2 from the current computer I'm using, will I still be able to access it from the new computer if it's still in my library of games?
2. What computer would you recommend? There's a good number of computers that can run games like TF2 smoothly, I'd just like to know which kind/type I should buy.
And no, let it not be a Mac.

1. Yes, as long as the game is associated with your Steam account you will be able to put it on your new computer.
2. Not sure of your technical expertise here, but if you're willing to put some work in for research and build one yourself you can save yourself a good bit of dough.
As for specs, I CAN run TF2 on max without AA and get a constant 60 (albeit on 1280 x 1024 res), but I run it on lowest with Chris' Maxframes and DX8 anyway.
If you don't want to put so much time into picking components or you don't want to build it, use http://www.cyberpowerpc.com/ , there are several videos detailing builds you can buy from them.

Also, I only have a 160gb hardrive in my desktop (it was laying around and I didn't want to buy one =P) and I'm starting to struggle for space, too.

My build:

GTX 460, Athlon II X4 3.0 Gz, 4 gigs of RAM. These 3 components cost me $330 total.

There's a guide that I referred to on /g/ on 4chan when I was buying parts back in August. But yeah, if you do your research, you can get an excellent build for whatever budget you set. My friend Arte spent a little over $200, and gets 60 FPS on max. (his parts were on a huge sale, from what he told me, though) I shelled $850 for mine, and it performs very well for all of my games. (except that I have trouble with Quake in DarkPlaces)
