I really wouldn't call it hacking. As he was asking for permission. But I immediately thought shenanigans. Sadly I didn't save the Steam IM conversation.
About 11:30 last night. I received a random Steam message from someone looking to become a moderator on the Steam Community chat box. Never saw the person in a game before. Didn't quite understand the point. Cleverly denied the request then moved on. Then I remember another group I was in. Left it because someone got admin and started spamming announcements and events.
So vote. Was this person planning on hijacking our community, or just an innocent fool that thought Steam community chat works?

This person was most likely trying to hijack community assets. This was written as a reminder to everyone, especially admins. This was a little more obvious. But never give out unneeded community info or access. You never know the implications.
