Despite what most people bitch about *cough Repoman cough*, you can't blame a developer for still giving a shit about a game that was released 4 years before, and that about 90% of that content can be used for free. Most developers will shove a game out there and leave it like that, some will support it a bit after launch, and some will actually continue to add content for years to come, but how many do that free of charge to the consumer? Not many.
