I'm looking to do a modest upgrade.
This is what i got. Yes it's discontinued, but you can still look at the specs:

Seems like a great choice. It got PCI-X 3.0 and fast mem clock and fast core clock. But if you want to be more future proof Id go with R9 270X with the upcooming Mantle support. Its a bit faster and 30 bucks more.

Note: It all comes out to what ur gonna use it for, and what kind of games... TF2, well maybe dont even need an upgrade at all.

And btw I use Crysis as an example cause it takes alot of power on your GPU and PC generally. So if it can Crysis 3, It can do alot of games.

The R9 270x will get very little FPS over the 7870 (Talking 1-5 FPS and they're actually the same GPU anyway), but the R9 will support this new Mantle which you might gain a considerable amount on new games as they come out. I haven't read anything about how much a improvement it is by having a card that supports it, but it seems people think it's worth spending the extra $30 for. I'm on the same XFX 5770 at the moment, I'm going with the R9 270X for that reason.

Picking a video card is like Voodoo to me. It's such a pain in the ass to compare the performance based on the specs.

Personally I look at price range first, then I have 4 steps.

CoreClock Speed, Effective Mem Clock, Memory Bus and Mem Type = Higher the better. And I use that to compare.
1000MHz _________6000MHz_____________384Bit_______GDDR5 That are the specs on my newer card im waiting for.

And mem on the card is mostly for if you gonna use more than 1 screen. So nowadays 2GB is fine. I have 1GB on my card now, and on GTA 4 I couldn't have max view distance cause of mem lack :/ just to give u an example.

I might be wrong on the stuff but that is how I check for a new graphics card.

pay the extra 20-30 for a 7950 unless there's a good reason you're trying to stay sub-200

When I was asking advice on my last card I got (GTX 560Ti), someone told me there are some issues between Radeon and GTX in that more stuff is written for GTX and then gets ported to Radeon. Any truth to that?

Not any more because of Mantle. Most likely going to be the other way around now, or at least level the playing field. I do think what your friend said is true, but I don't know the facts about it. In a nutshell has something to do with Nvidia being made to work on DirectX while ATi was made to work on OpenGL before AMD took them over and made their own API (Mantle)
