New PC for my dad

Ok, I need suggestions. My dad's desktop is ancient and I'm looking for a new one for him. He just needs the tower, already has a freaking huge monitor.

Things to concider:
Has to be bought, no builds. I could do it, but I'm going to be 700 miles away.
Moderate price, probably under $600
Doesn't need a beastly graphics card
Hardware should be setup for longevity, ie he's going to have this box for a while so I'd like to suggest something with specs that reflect that.
Needs stuff like DVD drive and front panel USB and memory card readers.
He hasn't really made a dent in his current 200 GB drive, so he doesn't need a ton of storage.

Basically I'm asking because there are so many new processors out and I haven't kept up with what works as well as what performance wise. It was easier when all chips were pentium and you could just compare the clock speed.

I can't find any prebuilt with it, but the AMD Phenom II X4 is a good reasonably priced CPU. I build a box for Snow with that for about 540 w/0 video card.
