Truthfully kinda looks like the guy might have been resisting, but can't really tell from the that angle so well.......also doesn't help that soccer fans of such seem to be hella violent.....which is shown nicely at the end.

Wonder if the cops weren't arm with handguns.

Ah, the wonderful grey area that is Escalation of Force.

It seems like he was resisting, so I can understand the use of force to subdue him. I'm not sure what the police training is on EoF or if it varies of region, but that didn't seem nearly as bad as the title implies. And if anything, it seems that the fans are far more out of line than the police.
