It used to not be too bad. I used to pull in 200+ ping. Not anymore. Every time I've started up the game, I've got 400-600. What the hell. Besides my location, what is a possible reason my ping doubles within a day and never decided to go down.

What kind of housing situation are you in? If you live in an apartment, condominium or dorm, there could be other people eating up communal bandwidth. I don't know what the typical Internet setup in Japan is, but I had this same problem over Christmas when I was out of town, staying in an extended-stay hotel where everyone goes online at night and around then my ping would be through the roof because my connection was slowed down. (During the day, when everyone is out and about, the situation is much more like what I typically have at home: about 512kbps connection and moderate ping (usually 30-50 due to my living about 1000 or more miles from the server).
