Weird issue (Google Chrome)

I've been trying to download some RAR files lately but when I do, the download won't complete, but download about 4 kilobytes and then stop. What's going on here? It only recently appeared, so I'm leery as to whether the browser itself is doing this. Has anyone else had this problem?

I've had downloads being interrupted in Chrome before. Not just RARs, though.

Update: I re-installed Safari and downloaded Firefox for comparison purposes, and they BOTH gave me the same problem.
I wonder if it's something to do with my ISP or system...

EDIT: Apparently it's a combination of the most recent Apple security update and Norton.
I disabled the vulnerability protection and it works just fine now.

I didn't know they made it for Mac.

I only have Norton because it was the only Mac antivirus program that Fry's carried.
Plus they don't try to scam you like McAfee does.
