Well, the way it was last time, you could literally gift anyone anything, as long as it was worth more than 15 bucks. So steam games, clothing, itunes cards, etc. was passed around. I think Ackbar did specify no TF2 items last time though.
EDIT: I looked into it, and that is not the case. However, I still think TF2 items should be off the table. But whateve. Derp.
