Steam issue!!!

Ok so I'm having a problem with my steam downloading certain games. Right now i have a handful of games that were updating but are now stuck at like 98%. They now say update paused and i can't get them to continue. When i try to update it, I get an error saying steam servers are too busy. This has been going on for about 3 days now. I want to AVOID reinstalling steam because i believe i have to reinstall all of my games if i do that. I've tried renaming that clientregistry.blob file and letting steam make a new one... but that did not work. Even new games that I got that I have never installed yet say the steam servers are too busy. So nothing is updating at all and its a pain in the ass. If anyone can help me on other ideas to try to fix this issue, i would deeply appreciate it.

edit: I've also tried to change my download area, that didn't work either!

I don't know if this is your issue or not, but whenever a DL stops for me, I usually just right click on it in my Library, click pause updating. Then I right click it again and click resume updating.

Here goes I sped, I followed too closely, I ran a stop sign, I almost hit a Chevy, I sped some more, I failed to yield at a crosswalk, I changed lanes at the intersection, I changed lanes without signaling while running a red light and SPEEEEEDING!
and yes i DO have unpaid parking tickets and i do appreciate the nt volty.
