Ahh, I heard this story last week - Gabe said some highly interesting things in an interview. This all sounds totally impractical, but Valve... man, they make me wonder. I wouldn't be surprised if something like this happened eventually.

Yeah, if they put this into place, I would uninstall Steam the same day. Let's just look at how well they handle things that are relatively easy to keep track of, like the code of their video games. Yeah, they've got a strong track record of not fucking that up.

Now let's think at how complicated a mechanism to "rate" players would be, just for like 10 seconds. Yeah, you think there is any way Gabe isn't going to totally screw the pooch on that one?
