It was a good bit of fun the past two years.

I'd like to play on a map where the teams can't cross the mid point, so to stop them from airblasting rockets immediately after someone else

The server will be temporarily up for the actual event, sometimes it's opened up prior for practice or what have you, I don't often go to it.
Currently the only map we have that reliably does this is sandvich, while another map I forgot the name of with the river floating through the middle also has this, but has a gimmick of glass floors at the back of each team's respective side. The most trusted map we've used in previous tournaments was float anyways, so a rule can be thrown out not to cross over to the other's side or it would be considered a disqual for that person, or if you really want to be serious, the team for that round.

Reflecting pyros is only if you cross the side, and if you do, you're out for the round I think... So... Don't think it's a good idea...
